Relating to requiring the State Board of Control, or other agencies of the State of Texas, having under its jurisdiction buildings, and the construction and design of buildings to be owned by the State of Texas, to employ an architect or engineer on all construction of any public buildings costing more than two thousand dollars ($2,000).
