SB 129 Caption: Relating to providing that in all cases where two or more responsible bidders submit the lowest and best bids in connection with a proposed county, city, or district contract and these bids are identical in both amount and nature, the Commissioners Court of the county or the governing body of the city or district shall only enter into a contract with one of the responsible bidders and the one bidder shall be selected by casting of lots, and the casting of lots shall be in such manner as shall be prescribed by the County Judge or Mayor or governing body of the district, as the case may be, and shall be conducted in the presence of the governing body of the county, city or district, at which time all qualified bidders or their legal representatives may also be present.
