HB 112 Caption: Relating to declaring strikes and collective bargaining by firemen and policemen to be against public policy and to provide in all cities of more than ten thousand (10,000) inhabitants according to the last preceding federal census, for the setting up of a local Commission of Arbitration which shall hear and determine grievances and disputes which may arise between the governing body of the city and its firemen or policemen; providing a penalty for the willful violation of this Act.
HB 394 Caption: Relating to amending the Insurance Code; defining and concerning Mortgage Lenders and Borrowers; prohibiting certain practices relating to insurance of real property and escrow accounts; permitting certain exceptions thereto; providing a penalty for violation thereof; declaring a violation thereof to be a misdemeanor and assessing a fine.
HB 612 Caption: Relating to providing that each county shall assess, levy and collect the state ad valorem taxes on all county owned land which is leased under certain conditions.

HB 84 Caption: Relating to amending a certain Article of the Code of Criminal Procedure providing that the rules of excluding testimony be changed so that husband and wife can more fully testify and be subject to broader rules of cross-examination when used as a witness for the other.
HB 85 Caption: Relating to amending certain Articles of the Code of Criminal Procedure relating to providing that when the state seeks the death penalty the jury shall fix the punishment; providing that when the plea is not guilty the defendant shall be first tried on the issue of guilt or innocence of the offense charged without reference to the punishment to be imposed on such defendant; providing, further, for a separate hearing, upon a return of a verdict of guilty, as to the assessment of punishment; providing when the jury cannot agree as to the punishment or their verdict as to the punishment is set aside, the judge shall then assess the punishment.
HB 86 Caption: Relating to amending certain Articles of the Code of Criminal Procedure of Texas providing that two or more defendants who are jointly or separately indicted or complained against for the same offense or an offense growing out of the same transaction may be, in the discretion of the court, tried jointly or separately as to one or more defendants; and providing that either defendant may testify for the other or in behalf of the state; providing for a reversal of the judgment of conviction where a denial of a severance or separate trial was prejudicial to the defendant or an abuse of the trial judge's discretion.
HB 87 Caption: Relating to repealing a certain Act relating to insanity as a defense or bar to criminal prosecution; concerning the trial and commitment to a State Mental Hospital of insane person where insanity is raised as a defense or as a bar in a prosecution for a criminal offense; clarifying the trial procedure where the question of insanity is raised as a defense or bar to a criminal prosecution.
HB 88 Caption: Relating to amending the Code of Criminal Procedure to state clearly that the trial judge may set any criminal case for a pretrial hearing for the purpose of disposing of certain preliminary matters before the case is set for trial upon its merits.
HB 89 Caption: Relating to amending the Code of Criminal Procedure relating to enumerating reasons for challenge for cause; providing for a challenge because of conscientious scruples in regard to the infliction of the punishment of death for crime, only in a case where the State is seeking a death penalty.
HB 90 Caption: Relating to providing that defendants may put up cash money or the equivalent thereof in approved securities in lieu of a bond or recognizance in all cases where bail is allowed under existing law; providing for a forfeiture, the safe keeping and return of same, the procedure and construction in regard thereto.

HB 95 Caption: Relating to adult probation and parole; amending the Adult and Probation Law of 1957 adult probation and parole; providing that probated sentences may be granted in all felony cases, providing that juries in the trial of all criminal felony cases on a plea of guilty or not guilty may recommend probation of any sentence in such felony criminal action where the defendant has not theretofore been convicted of a felony in this or any other state; providing how such probation shall be applied for and that such recommendation shall be obligatory upon the court; providing for the introduction of evidence as the general reputation of the defendant where the defendant files and application for probation and states under oath that he has never been convicted of a felony and that his reputation is good; providing how a probated sentence granted by a jury may be revoked.
HB 96 Caption: Relating to amending a certain Article of the Code of Criminal Procedure to permit a forfeiture of the recognizance or bail bond of a defendant who fails to appear on the day set for a pre-trial hearing on pleadings and motions or any subsequent date set for a hearing on pleadings and motions.
HB 97 Caption: Relating to amending a certain Article of the Code of Criminal Procedure relating to the formation of the jury in capital cases by providing that the jury shall be selected as in ordinary felony cases when the death penalty is not sought by the state.
