HB 601 Caption: Relating to amending the Penal Code by providing that it shall be unlawful for anyone to fill up, dam, or obstruct, any ditch, stream, flat, or drain, through which freshets and excess flood or rain water normally flow so as to obstruct the normal flow and drain of such waters and hold the same upon the lands of any other person; providing a punishment and a penalty.
HJR 13 Caption: Proposing an Amendment to the Constitution of the State of Texas so as to provide that all persons who have reached the age of eighteen years shall be eligible to vote except certain enumerated classes; providing that the restrictions as to soldiers, marines, and seamen voting shall not be applicable when a state of war exists.
