SB 7 Caption: Relating to amending certain statutes by providing for the creation of private corporations to act as and to furnish the agent upon whom process may be served, for receipt of communications and notices, and for the performances of any lawful act, and to establish and maintain registered offices for corporations and other organizations, domestic or foreign, and for individuals; providing that no such corporation shall as agent carry on the business of another.
SB 39 Caption: Relating to authorizing the Board of Insurance Commissioners to make, approve or promulgate premium rating plans designed to encourage the prevention of accidents which may be on an optional basis to apply prospectively or retrospectively and may include premium discount plans, retrospective rating plans or other premium rating plans, retrospective rating plans or other premium rating plans, systems, or formulas for Motor Vehicle, Workmen's Compensation and other liens of Casualty Insurance.
SB 55 Caption: Relating to making an appropriation to pay the principal of certain judgments obtained against The State of Texas; providing that only the principal of such judgment be paid and that no interest be paid thereon.
SB 69 Caption: Relating to regulating the taking and killing of deer in Bowie, Cass and Marion Counties; providing open and closed seasons; providing a penalty for violation of this Act.
SB 70 Caption: Relating to making it unlawful to use any net in the waters of Caddo Lake and its tributaries for the purpose of taking fish between the hours of sunset and sunrise; making it unlawful to use a gig in the waters of Caddo Lake and its tributaries for the purpose of taking fish; providing a penalty for violation of this Act.
SB 77 Caption: Relating to providing for the annexation by petition of unoccupied lands adjacent to cities or towns having a population of not less than one thousand, six hundred and fifty-eight (1,658) persons nor more than one thousand, six hundred and seventy-eight (1,678).
SB 85 Caption: Relating to making an appropriation for the support and maintenance of the Judiciary of the State of Texas for the biennium beginning September 1, 1951 and ending August 31, 1953; prescribing certain rules and restrictions respecting the expenditures of appropriations made herein.
SB 86 Caption: Relating to making appropriations for the operation, maintenance, and improvement of the several Sate institutions of higher learning, and for certain other educational agencies of the State, for the two fiscal years beginning September 1, 1951 and ending August 31, 1953, both dates inclusive; prescribing certain restrictions and procedures respecting the expenditures and finances of said institutions of higher learning and educational agencies.
SB 87 Caption: Relating to making appropriations for the support and maintenance of the executive and administrative departments and agencies of the State Government for the two-year period beginning September 1, 1951, and ending August 31, 1953, and for payment of other specified claims and items; providing for reports of absence from duty of employees; providing for the sale of printed matter; providing specific limitations and regulations with reference to the expenditure of the appropriations made herein.
SB 88 Caption: Relating to making appropriations for the support, maintenance and improvement of the State Hospitals and Special Schools, and the Youth Development Council of the State of Texas for the two-year period beginning September 1, 1951, and ending August 31, 1953.
SB 89 Caption: Relating to making appropriations to supplement local funds for the support and improvement of accredited public junior colleges of Texas for the two-year period beginning September 1, 1951 and ending August 31, 1953; prescribing a penalty for the deliberate falsification of records used as a basis for apportioning said appropriated sums.
SB 92 Caption: Relating to providing for the length of contract between all school boards of education and teachers; providing for dismissal by boards of education of teachers under contract; providing condition by which a teacher may terminate her contract; providing that the provisions shall apply to any teacher or administrator who holds a minimum of a bachelor's degree and a position requiring a certificate.
SB 115 Caption: Relating to making appropriations to pay deficiency appropriations granted by the Governor prior to January 9, 1951, and for which no appropriations have heretofore been made.
SB 116 Caption: Relating to the salaries of all State Officers except the salaries and other compensation of District Judges and except those Constitutional State Officers whose salaries are specifically fixed by the Constitution; specifically providing that the Legislature shall fix the amount of compensation to be paid Clerks of Civil Appeals, the Supreme Court, and the Court of Criminal Appeals out of the fees of office.
SB 135 Caption: Relating to amending the Code of Criminal Procedure to provide that at any time after the arrest of a defendant upon an indictment the defendant may obtain an order for special venire upon written motion supported by affidavit of himself or counsel stating that he expects at the present term of court.
SB 136 Caption: Relating to amending the Code of Criminal Procedure by providing for the number of peremptory challenges for the State and the defendant in misdemeanor cases tried in the district courts, and county courts or county courts at law; providing for the number of challenges for the State and the defendant when two or more defendants are tried together in such courts.
SB 137 Caption: Relating to amending the Code of Criminal Procedure by providing for the number or peremptory challenges in noncapital felonies for both State and defendant in cases in which one defendant is tried or two or more defendants are tried together.
SB 138 Caption: Relating to amending the Code of Criminal Procedure to provide what it shall be necessary to state in the application of a defendant for a continuance if the same be on account of the absence of a witness.
SB 139 Caption: Relating to amending the Code of Criminal Procedure by providing that in the formation of juries the prospective jurors on their voir dire examination shall be examined by all parties collectively unless otherwise ordered by the court.
SB 140 Caption: Relating to amending the Code of Criminal Procedure by providing that in capital cases the State and the defendant shall be entitled to fifteen peremptory challenges; providing that when two or more defendants are tried together the State shall be entitled to eight peremptory challenges.
SB 184 Caption: Relating to providing for the disposition of depository interest on State Funds.
SB 185 Caption: Relating to amending certain statutes in admission to the Austin State School of mentally deficient infants of the age of eighteen months or over; providing a secondary preference for girls and women of child-bearing age.
SB 186 Caption: Relating to making it unlawful to kill, take, trap or destroy coypu (nutria) in the waters of Caddo Lake and its tributaries in Harrison and Marion Counties; providing a penalty.
SB 257 Caption: Relating to limiting the number of bream and perch that may be caught or taken from the waters of Caddo Lake and its tributaries in any one day; providing penalties for violation of this Act.
SB 258 Caption: Relating to making it unlawful to take or possess any alligator or alligators in any portion of Marion County; providing a penalty for violation of this Act.
SB 298 Caption: Relating to providing for the use, operation and management by the Game, Fish and Oyster Commission under its rules and regulations of land acquired by said Commission, including in such management authority to make disposition of timber and other plants and crops, make tenancy of rental agreements, sell or lease certain mineral rights, including restriction to directional drilling on fish hatchery land, grant certain rights-of-way or easements, when such disposals, sales and leases shall not adversely affect or will be beneficial to game and fish protection.
SB 318 Caption: Relating to regulating the taking and killing of deer in Bowie, Cass and Marion Counties; providing penalties for violation of this Act.
SB 332 Caption: Relating to amending certain acts by providing for the retirement of commissioners, judges, and justices of appellate courts and judges of district courts and criminal district courts of this State so as to require commissioners, judges and justices of appellate courts and judges of district and criminal district courts who have reached retirement age and are otherwise eligible for retirement, to retire within thirty (30) days after the effective date of this act.
SB 333 Caption: Relating to repealing the Statute requiring Bill of Sale in the purchase of logs, ties and other timber products.
SB 356 Caption: Relating to making an emergency appropriation to the Supreme Court of Texas for the operation and maintenance of the Court during the remainder of the fiscal year ending August 31, 1951.
SB 366 Caption: Relating to amending certain statutes providing for the terms of court for Bowie and Cass Counties; providing part of each term of said court in Bowie County shall be held at Texarkana, Texas, for the trial of non-jury cases, and fixing the terms thereof.
SB 400 Caption: Relating to amending certain statutes so as to provide for the payment of actual traveling expenses of county commissioners in counties of 26,600 to 26,700 population and said county bordering on two states, while traveling inside or outside of the county on official business.
SB 426 Caption: Relating to making an appropriation of the sum of Five Hundred Thousand ($500,000.00) Dollars or so much thereof as may be necessary, out of any funds in the State Treasury not otherwise appropriated, to pay the contingent expenses, and to pay the mileage and per diem of members and the per diem of officers and employees of the 52nd Legislature, and to pay any unpaid accounts or expenses of the 51st Legislature.
SB 437 Caption: Relating to authorizing the State Board of Control to construct and equip a building to house and for the use of the Texas Liquor Control Board upon a tract of land 150 feet wide, fronting on West Sixth Street, City of Austin, Travis County, Texas, and extending back between parallel lines a distance of 300 feet, a part of the George W. Spear League and a part of the tract conveyed to the State of Texas by the John B. Hood Camp of Confederate Veterans by deed recorded in Volume 144, pages 430-2, of the Travis County Deed Records, now owned by the State of Texas; making appropriation therefor.
SB 463 Caption: Relating to creating a nine member Game and Fish Commission; providing necessary appropriation out of the State Treasury.
SJR 18 Caption: Proposing an Amendment providing for the transfer of excess in the Confederate pension fund; providing for the construction of a state office building or buildings from such excess.

SB 27 Caption: Relating to validating the discontinuance and/or any attempted discontinuance of territory, and validating the boundaries and areas of all cities and towns incorporated under the General Laws of the State of Texas, having a population of two thousand (2,000) inhabitants or less, at the time of the discontinuance or attempted discontinuance of said territory.
SB 28 Caption: Relating to amending H. B. No. 17, 46th Regular Session relating to "Texas Real Estate Commission" providing for the appointment of such commission; providing criminal penalties and enforcement actions for violations; providing a savings clause.
SB 90 Caption: Relating to providing that any county in Texas having an elective County Superintendent of Public Instruction may by an election authorize the County School Trustees of the county to appoint the County Superintendent of Public Instruction; repealing all laws and parts of laws in conflict with this Act.
SB 119 Caption: Relating to making unlawful the sale in Texas of certain defined drugs, commonly called Barbiturates, except by licensed drug stores and upon written prescriptions by persons licensed in this state to practice medicine and surgery, osteopathy, dentistry and veterinary medicine; fixing penalty for violation thereof.
SB 238 Caption: Relating to amending a previous Act, concerning eligibility of certain children under said Act.
SB 242 Caption: Relating to making appropriation for an increase in salaries of Briefing Attorneys to the Supreme Court for the period beginning with the effective date of this Act and ending on August 31, 1949.
SB 259 Caption: Relating to making certain emergency appropriations for the Secretary of State to meet the additional expenses of the Secretary of State during and for the remainder of the present fiscal year ending August 31, 1949.
SB 276 Caption: Relating to amending a previous Act, fixing the terms of court in the 76th Judicial District of Texas in the Counties of Titus, Franklin, Camp, Morris and Marion.
SB 277 Caption: Relating to creating an open and closed season on squirrels in Harrison, Panola, Marion, Cass and Bowie Counties; prescribing a penalty; providing for the repeal of conflicting laws.
SB 278 Caption: Relating to amending a previous Act, providing that it shall be unlawful to use certain seines and nets having meshes of two and one-half inches (2½") square and over; providing a penalty; repealing all laws in conflict herewith.
SB 279 Caption: Relating to making it unlawful to buy, sell, or offer for sale, or have in possession for sale, or to transport or ship for the purpose of sale, barter or exchange, any white bass or striped bass in Marion and/or Harrison Counties, Texas, and establishing a daily catch limit of twenty-five white bass fish and twenty-five striped bass fish per person; providing a penalty, saving clause, and repealing clause.
SB 280 Caption: Relating to prohibiting the taking or killing of deer in Marion and Harrison Counties and declaring a closed season on deer in said counties for a period of three (3) years; repealing all laws and parts of laws in conflict herewith; providing a penalty.
SB 319 Caption: Relating to authorize the Board of Insurance Commissioners to approve, make or promulgate optional premium discount plans or other premium rating plans, systems, or formulas for Motor Vehicles and Workmen's Compensation and other lines of Casualty Insurance applicable separately to each class of insurance or in combination of two or more classes, which will properly take into account and give effect to the experience of individual risks, interstate as well as intrastate; amending previous Acts; providing that this Act shall be cumulative of existing laws, but repealing existing laws so far as same may be in conflict.
SB 392 Caption: Relating to amending a previous Act, making the Fame, Fish and Oyster Commission Board consist of nine instead of six members.
SB 396 Caption: Relating to authorizing the introduction in evidence in all civil and criminal cases a certified transcript of the official service and medical records of all personnel and former personnel of the Military and Naval forces of the United States Government.
SB 408 Caption: Relating to amending a previous Act, providing for the selection of a building site for a "Texas State School for Cerebral Palsied."

SB 135 Caption: Relating to conferring regulatory powers upon the Game, Fish and Oyster Commission; providing penalties.
SB 136 Caption: Relating to providing for the transfer of money on deposit now in the State Treasury to the credit of the Special Game Fund, the Special Fish Propagation and Protection Fund, the Sand, Shell and Gravel Fund, the Fish and Oyster Fund, etc.
SB 137 Caption: Relating to enlarging the jurisdiction of the County Court of Marion County, Texas, by giving the County Court and County Judge of Marion County, Texas, the exclusive jurisdiction within such county of all criminal matters and causes of misdemeanor, over which the District Court of Marion County, Texas, now has jurisdiction.
SB 138 Caption: Relating to authorizing and instructing the State Board of Control to sell three (3) lots located in the City of Jefferson, Marion County, Texas, at private or public sale, and reserving a one-sixteenth (1/16th) free royalty mineral interest.
SB 150 Caption: Relating to amending a previous Act, so as to provide that such Act shall be administered by the "Texas Real Estate Commission."; providing a saving clause.
SB 220 Caption: Relating to authorizing cities and towns have a population of five thousand or less to annex territory by an election called by the City Council or other governing body.
SB 245 Caption: Relating to amending a previous Act, requiring the distributor making the first sale or distribution to collect said tax from the purchaser or recipient of said motor fuel and to pay to the State of Texas the tax so collected; providing this Act shall prevail over all laws or parts of laws in conflict herewith; containing a severability clause.
SB 283 Caption: Relating to amending a previous Act, providing requirements for the labeling of all bedding and requiring the germicidal treatment for all dirty or used material; repealing all laws and parts of laws in conflict herewith.
SB 298 Caption: Relating to repealing a previous Act concerning salaries of official shorthand reporters in certain districts.

SB 439 Caption: Relating to authorizing the Governor to appoint a committee to make a study of the Penal Code and of Criminal Procedure in this State and of those portions of the Constitution of the State of Texas relating thereto and make recommendations for needed changes therein; making an appropriation.
49th Regular Session
SB 7 Caption: Relating to amending certain Acts by providing that building and loan associations may make loans pursuant to provisions of "Servicemen's Readjustment Act of 1944."
SB 8 Caption: Relating to amending certain Acts by providing that the name assumed by the association shall not be the name assumed by any other association incorporated under this law, nor so similar to be liable to mislead.
SB 70 Caption: Relating to amending the Code of Criminal Procedure to provide that in capital cases both State and defendant shall be entitled to 15 preemptory challenges and further providing that when two or more defendants are tried together the State shall be entitled to 8 preemptory challenges for each defendant and each defendant to 8 preemptory challenges and further providing that in capital cases where the death penalty has been waived by the State's Attorney by filing his written waiver and which waiver has been approved by the court both State and defendant shall be entitled to such number of preemptory challenges as is now provided by law in the trial of non-capital felony cases.
SB 71 Caption: Relating to amending the Code of Criminal Procedure to provide that in the formation of juries in capital cases the court may at any time order the sheriff to summons additional men for the formation of the jury.
SB 72 Caption: Relating to amending the Code of Criminal Procedure to provide that at any time after the arrest of a defendant upon an indictment the defendant may obtain an order for special venire upon written motion supported by affidavit of himself or counsel stating that he expects to be ready for the trial of the case at the present term of court and further providing that the State's Attorney may obtain such order upon oral or written motion and further providing that should the State's Attorney file his statement in writing agreeing to waive the death penalty and if such waiver be approved by the court neither the defendant nor the State shall be entitled to a special venire at that or any subsequent term of court.
SB 73 Caption: Relating to amending the Code of Criminal Procedure so as to provide that the motions to quash and set aside indictment or information of the State or defendant for special venire, to quash venire writ, plea of former jeopardy, exceptions to the form or substance of an indictment or information, application for change of venue, and affidavit setting forth the insanity of the defendant shall be filed three days prior to the date of the trial of the cause has been set and not afterwards.
SB 74 Caption: Relating to amending the Code of Criminal Procedure by providing that in criminal cases the deposition of witness may be taken at the request of defendant when the witness resides out of the State, or is aged, or infirm, or when the witness is sick or unable to attend court when the application to take the deposition of said witness is accompanied by the affidavit of two licensed physicians showing the illness of such witness and his inability to attend court.
SB 93 Caption: Relating to specifying the time when fresh water fish may be taken; limiting the numbers of certain fresh water fish that may be taken and possessed; fixing a suitable penalty for violation of any provisions of this Act.
SB 94 Caption: Relating to providing for the recitation of the State's free royalty interest covering lands in which the State of Texas owns only a free royalty interest, and for the filling of such leases in the General Land Office.
SB 144 Caption: Relating to amending the Code of Criminal Procedure providing for the contents of the application of a defendant for a continuance if the same be on account of the absence of a witness.
SB 145 Caption: Relating to amending the Code of Criminal Procedure by providing that in the formation of juries the prospective jurors on their voirdire examination shall be examined by all parties collectively unless otherwise ordered by the court.
SB 146 Caption: Relating to amending the Code of Criminal Procedure by providing for the number of peremptory challenges for both the State and the defendant or defendants in non-capital felony cases.
SB 147 Caption: Relating to amending the Code of Criminal Procedure by providing for the number of peremptory challenges for both the State and the defendant in misdemeanor cases tried in the district court or in the county court or county court at law, and further providing for the number of challenges for both the State and the defendant if two or more defendants are tried together in either of such courts.
SB 196 Caption: Relating amending certain Acts providing for the extension of the closed season on wild turkey in certain Senatorial Districts until November 16, 1951.
SB 202 Caption: Relating to providing for a Resident and Non-resident Hunting License, with certain exceptions; providing a penalty for violations of this Act; repealing conflicting laws.
SB 203 Caption: Relating to providing for an Angler's License, costing $1.10, and a Three-day Fresh Water Fishing License, costing twenty-five (25) cents; repealing conflicting laws.
SB 223 Caption: Relating to amending certain Statutes by providing an additional method of the dissolution of rural high school districts, and providing that if a district is severed from such districts that the severed district cannot be grouped with another district for a period of two years after such severance, and further providing that any district so severed shall assume its pro-rata part of the outstanding financial obligation of the rural high school district.
SB 224 Caption: Relating to making it unlawful to hunt or possess any game bird, game animal, furbearing animal or fresh-water fish of this State except in accordance with a regulation issued by the Game, Fish and Oyster Commission with the duty of making a continuous study of the supply of game birds, game animals, furbearers and fresh-water fish, and making regulations in pursuance of such investigation pertaining to the taking and possession of same so as to grant the most reasonable and equitable privileges to the hunters, fishermen and trappers of this State and at the same time safeguard the wildlife supply of the State; providing suitable penalty.
SB 225 Caption: Relating to declaring the legislative policy of the state as to Daingerfield Lake in Morris County in regard to game; regulating and prohibiting the use and discharge of firearms on said Daingerfield Lake; making it a misdemeanor and providing a penalty for a violation of certain provisions of the Act; providing a saving clause.
SB 244 Caption: Relating to amending statute relative to determination of questions.
SB 260 Caption: Relating to directing the State Highway Department to cause to be manufactured and made available to members of the Texas Defense Guard automobile license plates of certain design and lettering and in such number as requested by the Adjutant General, to be paid for by the Texas Defense Guard.
SB 261 Caption: Relating to providing that the balance on hand in the State Treasury to the credit of the Fish Propagation and Protection Fund; Sand, Shell and Gravel Fund, and the Special Game Fund, shall be transferred on August 31, 1945, within the State Treasury to the credit of a special fund to be known as the Game and Fish Fund, providing that certain revenue hereafter collected by the Game, Fish and Oyster Commission from certain revenue sources available to it shall be deposited in said Special Game and Fish Fund.
