1.	Annexation: Identify areas of concern in regards to statutory extraterritorial jurisdiction expansion and the processes used by municipalities for annexation, specifically reviewing whether existing statute strikes the appropriate balance between safeguarding private property rights and encouraging orderly growth and economic development. Make recommendations for legislative action, if necessary.
2.	Local Ordinance Integrity: Examine the processes used by home rule municipalities to adopt ordinances, rules, and regulations, including those initiated by petition and voter referendum. Determine if additional statutory safeguards are necessary to ensure that ballot language accurately describes proposed initiatives. Identify ways to improve transparency and make recommendations, if needed, to ensure that local propositions and the means by which they are put forth to voters, conform with existing state law.
3.	Disaster Preparedness Planning and Coordination: Review natural disaster preparedness planning and coordination in the wake of a growing range of threats. Evaluate whether existing processes maximize regional cooperation to rebuild housing and infrastructure, and allow for the timely dissemination of funds to units of local governments for reconstruction following a federal declaration. Develop recommendations, if necessary, to improve the efficiency of disaster recovery efforts, incorporating best practices identified from other states, as well as lessons-learned from past reconstruction efforts in Texas.
4.	Municipal Management Districts: Study the means by which the Texas Legislature reviews the creation of municipal management districts (MMDs) by special law to determine if different processes should be used to evaluate new MMDs created within populated or developed areas from those created over undeveloped areas. Identify ways to better assess how the services and improvements of a proposed Page 5 of 5 MMD within populated or developed areas will supplement and enhance those provided by other local governments, as well as if the territory of the proposed MMD encompasses or overlaps area that is already within other assessment or taxing entities. Make recommendations, if necessary, to improve the notice provided to individuals and businesses within populated or developed areas proposed for inclusion in an MMD.
5.	Supreme Court ICP Ruling: Review existing statute and rules that govern the Texas Department of Housing and Community Affairs in light of the recent Supreme Court decision in Inclusive Communities Project, Inc. vs. TDHCA, et al. and recommend if any modifications are necessary to conform to the decision.
6.	Debt Transparency in the Voting Booth: Examine ways to improve government accountability in elections regarding the issuance of public debt. Include a review of the information that is currently provided to individuals in the voting booth and provide statutory recommendations, if necessary, to improve transparency.

1.	Study the effect of property insurance form deregulation, as addressed in SB 1499, 75th R.S., passed by the Legislature during the 1997 regular session, on the affordability and availability of homeowners insurance.
2.	Monitor the implementation of SB 386, 75th R.S., passed by the Legislature during the 1997 regular session, regarding managed care liability, including the development of the rules and standards governing the certification, selection, and operation of independent review organizations.
3.	Study and assess the effectiveness of HB 2128, 74th R.S., passed by the Legislature during the 1995 regular session, including but not limited to: the deployment of an advanced telecommunications infrastructure in Texas; the development of competition in the local telecommunications market in Texas; and the use of the Telecommunications Infrastructure Fund in improving the capabilities of Texas schools, libraries and public hospitals. In its evaluation, the Committee should identify any remaining barriers to the development of full competition in the telecommunications market in Texas and make recommendations, if necessary, for any legislative or regulatory action.
4.	Review the process used by the Texas Department of Insurance and the Attorney General in making determinations regarding public disclosure of insurance data and, if necessary, make recommendations to streamline and standardize the process.
5.	Review and make recommendations, if needed, to clarify what insurance market-related data should be in the public domain and what information should be considered proprietary data to preserve competition. This review should consider both statistical data and underwriting guidelines.

4.	Conduct active oversight of agencies under the committee's jurisdiction, including a study of mandated reports to the legislature and legislative agencies. The study should consist of a review of the legislative reporting requirements of all agencies to identify areas where reporting obligations could be streamlined and agency accountability improved. The committee shall make specific recommendations about the continuation, modification or elimination of required legislative reports.

3.	To determine whether boycott activities of a direct or secondary nature are being conducted.
4.	Determine whether or not a conspiracy composed of Communist-front organizations and other undesirable elements exists for the purpose of teaching and promoting persons to violate property rights through mass demonstrations, boycotts and other undesirable tactics.
5.	Determine whether facilities supported by funds from public tax sources, and by funds from public solicitations and drives for school construction and operation, and tax-exempt facilities, have been used to aid and abet such a conspiracy for agitation.
6.	Determine whether or not the permanent injunction issued by the 7th Judicial Court of Smith County against the National Association for the Advancement of Colored People is being violated.
7.	Determine the effect of deliberate economic and racial agitation in the State of Texas and to recommend legislation aimed at strengthening the ability of the State of Texas to maintain the harmonious and peaceful relationship between races which has existed for so many years in this State.
8.	Investigate charges of carelessness, negligence and mismangement in the operation of the Willacy County Navigation District. *
9.	Investigate the breakdown of local law enforcement in Potter and Randall counties.
10.	Initiate and continue any and all inquiries and hearings into matters pertaining to the State Government and any units or subdivisions within the State of Texas, and all other matters considered by said committee to be needed for the information of the Legislature and for the welfare and protection of the citizens of this state.
