Charge:	This report should address the charge below.
1.	The committee shall: (1) facilitate the transfer of powers, duties, functions, programs, and activities between the state's health and human services agencies and the Health and Human Services Commission as provided by this article with a minimal negative effect on the delivery of those services in this state; (2) with assistance from the Health and Human Services Commission and the health and human services agencies, advise the executive commissioner of the Health and Human Services Commission concerning: (A) the powers, duties functions, programs, and activities transferred under this article and the funds and obligations that are related to the powers, duties, functions, programs or activities; and (B) the transfer of the powers, duties, functions, programs, activities, records, property, funds, obligations, and employees by the entities as required by Sections 1.18, 1.19, 1.20, 1.21 of this article.
