SR 39 by McNealus and Westbrook called for Prison System investigation following charge by Governor James E. Ferguson of malfeasance by W.O. Stamps, Prison Commission member and the subsequent removal of Stamps by Ferguson from Prison Commission. Appointed by Lieutenant Governor on 5/27/1915. SR 41 by Nugent and McNealus extended powers of committee. Report not located in journals but separately published and filed with Secretary of the Senate 9/2/1915. Action by the Senate in S.J. of Tex., 35th Leg., R.S. 162 (1917) and S.J. of Tex., 35th Leg., R.S. 171 (1917) recommended adoption of report. Adoption of report not located in journals.
