Charges
- Analyze the structure of the General Appropriations Act; including the "building blocks" concept, methods to provide greater transparency within agency bill patterns, standards for capital budgets and the number and effectiveness of performance measures. (Joint interim charge with Senate Finance Committee)
- Actively monitor the performance of state agencies and institutions, including operating budgets and plans to carry out legislative initiatives, caseload projections, performance measure attainment and other matters affecting the fiscal condition of the agencies and the state.
- Examine the number of general revenue dedicated accounts and accounts held outside the state treasury. This evaluation should consider account balances, revenue sources and historical uses of funds.
- Evaluate the use of contracts by state agencies and institutions for professional services, consulting, construction, major information systems, etc.
- Review the history of the state's use of bonds and other instruments of debt financing. Examine the Bond Review Board's debt service guidelines.
- Evaluate all current funding streams for graduate medical education for financial viability and educational effectiveness in light of changes in Medicaid, managed care and other cost factors, including the impact of uncompensated care. This evaluation shall include a review of the role of the state's teaching hospitals in the provision of indigent health care and the role of graduate medical education in addressing health care needs of under-served regions of the state.
- Review the effectiveness, efficiency and funding mechanisms of the community supervision and parole supervision systems. Examine accountability for various community supervision programs administered through local community supervision and corrections departments. Study the advisability, methods and costs of creating a progressive-sanctions model for the adult criminal justice system. (Joint interim charge with House Corrections Committee.)
