Actively monitor all agencies and programs under the oversight jurisdiction of the comittee, including (a) implementation of SB 2, 77th R.S., relating to the development and management of the water resources of the state, (b) implementation of SB 312, 77th R.S., relating to the continuation of the Texas Water Development Board, (c) the actions of the Texas Water Advisory Committee, (d) water permitting for environmental needs, and (e) the development of groundwater management areas by the Texas Water Development Board. The committee should review the condition of groundwater conservation districts found to be not operational by the state auditor.
