SB 161, 54th R.S.
Relating to amending Statutes relating to liens, mortgages, and fees; providing that the lien shall not be valid as against any mortgagee of a motor vehicle provided such mortgagee is without notice and has complied with the provisions of the Certificate of Title Act prior to the filing by the Comptroller with the State Highway Department a certificate which shows that a tax lien exists upon such vehicle; providing a fee of One Dollar ($1.00) and no more shall be charged by the State Highway Department to pay for the expenses of administering this Act; adding a new provision requiring persons importing and using special fuels to qualify as user-dealers and pay the taxes on such highway uses.
